Sew many ways has a great tutorial on how to sew a heart bookmark. This idea could easily be adapted using scrap booking paper and some glue. It might not be as sturdy in the long run, but it still makes a really cute craft.
Good for ages 6 and up.

Martha Stewart also has a paper bookmark tutorial. It's fairly simple. All you need is 2 pages of scrapbook paper and glue.
